Washington Housing Conservancy Welcomes New Learning & Evaluation Team to Deepen Impact and Advance Opportunity Through Housing
The Washington Housing Conservancy (WHC) has selected Success Measures, a nonprofit evaluation and learning strategy team operating as a social enterprise at NeighborWorks America, to serve as WHC’s new Learning & Evaluation (L&E) team.
Success Measures will lead WHC’s efforts to better understand, document, and strengthen the organization’s impact in reimagining housing as a platform for wealth building, economic mobility, and opportunity for moderate- and low-income residents. Success Measures is building off the work started by the National Initiative for Mixed-Income Communities (NIMC).
Chosen through a competitive process, Success Measures was selected for its collaborative approach, deep commitment to community voice, and strong track record supporting mission-driven organizations. The L&E team—Jessica Anders-Mulcahy, Rebecca Piatt, and Becky Sherblom—brings extensive experience in housing, community development, and participatory evaluation.

From its first acquisition, Crystal House, WHC has prioritized its social impact work and learning and evaluation. This work has included: a) analyzing resident data to assess changes over time, including rent burden and housing stability, b) evaluating how WHC’s social impact strategies are implemented across properties, and c) gathering resident and staff perspectives through surveys, focus groups, and interviews.
Going forward, the Success Measures team will focus on five key questions:
- How are resident characteristics changing over time?
- How is WHC’s affordability evolving?
- What initiatives are advancing WHC’s social impact goals?
- How is life at WHC properties shaping resident outcomes?
- What are residents’ aspirations?

WHC’s evaluation efforts will continue to inform strategic decision-making, enhance organizational learning, and translate insights into actionable improvements for staff, partners, and residents. Success Measures will collaborate closely with WHC stakeholders to co-design an inclusive, equitable evaluation framework rooted in shared learning.
The L&E team will begin meeting with WHC and property management staff over the next few weeks to gather input and collaboratively revise and update the evaluation framework.
Learning & Evaluation Team Bios
- Jessica Anders-Mulcahy, Vice President, Success Measures Evaluation, is a cultural anthropologist and evaluator who integrates learning into community-driven work. She will oversee WHC’s L&E strategy.
- Rebecca Piatt, Senior Manager, Success Measures Evaluation Services, will lead day-to-day evaluation activities. She brings extensive experience working with public and nonprofit partners to drive inclusive, data-informed learning.
- Becky Sherblom, Principal of B. Sherblom Consulting, brings four decades of experience in affordable housing and community development in the DC-Maryland-Virginia region. She will lead WHC’s data systems review and capacity-building work.
